Japan PR Fast Track
How to Get Permanent Residency in 1–3 Years

The standard PR route takes 10 years. But if you qualify for an accelerated route, the timeline collapses dramatically — to 3 years, 1 year, or even less in some cases. This guide explains every fast track route and how to access it.

  • The HSP points system — how 70 and 80 points unlock PR in 3 or 1 year
  • All HSP point categories explained — and how to maximise your score
  • The marriage route — PR in 1 year for spouses of Japanese nationals
  • Interactive points calculator — find your score right now
  • Strategy guide — how to push your score above the 70/80 threshold
  • How fast track interacts with the 2027 5-year visa rule
⚠️
2027 rule update: The new 5-year visa requirement for PR (from April 2027) applies to the standard route — but HSP fast track has its own separate PR eligibility criteria and is not blocked by this rule in the same way. However, all fast track applicants still need clean tax and pension compliance. See how 2027 affects fast track →

The Big Picture

Fast Track Routes — All Options at a Glance

Japan's standard PR route requires 10 years of residency. Fast track routes compress this timeline for people who either score highly on the HSP points system or have qualifying family relationships. Here's how the timelines compare:

Which Fast Track Route Applies to You?

Three main accelerated routes exist. Most people qualify for only one — understand which applies to your situation before going deeper into the details.

Most Common Fast Track
1–3 years in Japan
Route ① — Highly Skilled Professional (HSP) Points System
Japan's points-based visa system rewards highly qualified professionals with faster PR eligibility. 70+ points = PR after 3 years. 80+ points = PR after 1 year. Points are awarded across 5 categories: academic background, career history, annual salary, age, and Japanese ability.
  • Currently hold or can obtain HSP status
  • Score 70+ on the official ISA points table
  • Points maintained throughout the qualifying period
  • All standard compliance requirements met
Marriage Route
1 year in Japan
Route ② — Spouse of Japanese National
If you are married to a Japanese national (or permanent resident in some cases), a separate accelerated PR pathway applies — independent of the standard 10-year residency requirement and independent of the HSP points system. This is one of the fastest possible PR routes.
  • Legally married to a Japanese national for 3+ years
  • Living in Japan for at least 1 year continuously
  • All standard compliance requirements met
  • Marriage is genuine (assessed carefully)
Special Cases
5–7 years
Route ③ — Special Consideration Cases
Certain categories may qualify for expedited review based on exceptional circumstances — significant contribution to Japan's economy, culture, or society. These are assessed on an individual basis and are rare. Not a standard pathway for most applicants.
  • Exceptional contribution recognised by Japanese authorities
  • Often requires government or institutional recommendation
  • Case-by-case assessment — no fixed criteria

The HSP Points System Explained

The Highly Skilled Professional (高度専門職) points system is Japan's most powerful tool for accelerating PR. Points are awarded across 5 categories. The score you need and what it unlocks:

Boost Your Score

How to Push Your Score to 70 or 80 Points

Many people are closer to the 70 or 80 threshold than they realise — or can reach it with a few targeted actions. Here are the most common strategies.

✅ The fastest lever: JLPT N2 → N1 (+5 to +15 points)

If you already have N2 (+10 pts), upgrading to N1 adds another 5 points — and N1 is achievable for most people already living and working in Japan. This single change can push a 65-point score to 70, or a 75-point score to 80. Start studying now.

Strategy Points Added Realistic Timeline Difficulty
Get JLPT N2 (if you don't have it) +10 pts 6–18 months study Medium
Upgrade N2 → N1 +5 pts 12–24 months additional Medium-Hard
Negotiate salary increase to next bracket (e.g., ¥4.9M → ¥5M) +5 to +10 pts Immediate if achievable Depends on employer
Change employer to METI-designated startup +10 pts Job search timeline Medium
Complete a second degree (evening/online Master's) +5 to +10 pts 2–3 years High commitment
Wait for next age bracket to expire (if close to 30/35/40) Maintains current age pts Passive — just don't delay applying Low
⚠️ Age points decrease with time — act before you cross a threshold

Age points are awarded for being younger: under 30 = 15 pts, 30–34 = 10 pts, 35–39 = 5 pts, 40+ = 0 pts. If you are currently 29 with enough other points to qualify, apply before your 30th birthday. Every birthday that crosses a bracket costs you 5 points.

Route ② — Marriage Route

PR via Marriage to a Japanese National

If you are married to a Japanese national, a completely separate accelerated PR pathway is available — independent of both the 10-year standard route and the HSP points system.

👫
Spouse of Japanese National — Accelerated PR Route
Eligible after as little as 1 year in Japan
Condition Requirement Notes
Marriage duration Legally married for 3+ years Years married before arriving in Japan count toward this
Japan residency Living in Japan for 1+ year continuously Must be on spouse visa or other qualifying status during this period
Compliance Tax, pension, social insurance fully paid Same compliance requirements as standard route — strictly checked
Conduct No criminal record, no immigration violations Hard requirement, same as standard route
Marriage genuineness Must be a genuine marriage Officers assess relationship evidence — same scrutiny as spouse visa renewals
💡 Married abroad for 3 years and just arrived in Japan?

If you were married to a Japanese national for 3+ years before moving to Japan, you qualify for PR after just 1 year of living in Japan — potentially one of the fastest PR routes available. The 3-year marriage requirement counts years married anywhere in the world, not just years married in Japan.

⚠️ The 2027 5-year visa rule and the spouse route

The April 2027 rule requiring a 5-year visa for PR applies to the standard route. The marriage-based accelerated route has its own separate eligibility criteria under the "national interest" exemption. However, compliance requirements (tax, pension) still apply in full. The safest approach is to consult a specialist about how the 2027 rule interacts with your specific situation.

2027 Rule Interaction

How the 2027 5-Year Visa Rule Affects Fast Track

The April 2027 rule requiring a 5-year visa grant for PR is primarily directed at the standard 10-year route. Its interaction with the fast track routes is more nuanced.

Route 5-Year Visa Rule Applies? What This Means
Standard 10-year route ✅ Yes — clearly applies Must hold a 5-year visa at application time from April 2027
HSP fast track (70+ or 80+ pts) ⚠️ Partially — depends on circumstances HSP status holders typically receive 5-year grants automatically, so this is usually not a barrier. But if you have an HSP with a shorter grant for compliance reasons, it still matters. Consult a specialist.
Spouse of Japanese National route ⚠️ The clearest exemption — but verify The marriage-based route qualifies under "national interest" exemption provisions. The 5-year visa rule was primarily designed for the standard residency-based route. Consult a specialist for your specific timing.
💡 HSP status holders typically already have 5-year grants

One of the benefits of obtaining HSP status is that it typically comes with a 5-year period of stay grant — longer than the 1-year or 3-year grants that work visa holders often receive. This means most HSP fast track applicants will already meet the 5-year visa requirement naturally, without any additional planning.

The Application Process

Applying for PR via Fast Track — Step by Step

Step 1: Confirm Your Eligibility

Before preparing documents, confirm that you meet the threshold (70+ or 80+ HSP points OR marriage route conditions) and that your compliance record is clean. A single compliance gap can cause rejection even with a strong points score.

Step 2: Gather Documents
Category Documents
Core (all applicants) Passport, residence card, application form (ISA format), photo (4cm×3cm)
HSP points evidence Degree certificates + transcripts, employment history certificates, salary records (源泉徴収票), JLPT certificate if applicable, HSP designation certificate
Compliance documents 住民税課税証明書 and 納税証明書 (all years), pension record (nenkin.go.jp printout), health insurance enrollment history, job-change notification records
Marriage route (if applicable) Family register (戸籍謄本), residence certificate showing cohabitation, relationship evidence (photos, communication, financial records)
Step 3: Submit to Immigration Bureau

Submit at the Regional Immigration Services Bureau for your registered address. Processing for fast track PR applications: 6–12 months at Tokyo Bureau in 2026. Applications with clean records and strong evidence process at the faster end of this range.

💡 Engaging an administrative scrivener is strongly recommended for PR

PR applications are among the most consequential immigration applications — a rejection can damage your record and delay future applications. Engaging a licensed administrative scrivener (行政書士) to review and prepare your application significantly improves outcomes, particularly for fast track cases where eligibility assessment is more complex.

Frequently Asked

PR Fast Track FAQ

Reviewed by a licensed Administrative Scrivener.

You must formally hold HSP status (高度専門職1号 or 2号) — it is not enough to simply calculate that you would score 70+ points. The accelerated PR timeline runs from the date you were granted HSP status. To use the fast track, you first need to change your current status to HSP (via a Change of Status application), then after accumulating the qualifying residency period under HSP status, apply for PR.
Points must be maintained throughout the qualifying period — not just at the start or end. If your score dropped below 70 during the 3-year qualifying period (e.g., due to a salary reduction or age crossing a threshold), this can affect your fast track eligibility. Immigration officers assess the point score at multiple points during the period. If you're concerned about a period of lower scores, consult an administrative scrivener about how to handle this in the application.
It depends on the gap to 80 and the cost of bridging it. If you could realistically get JLPT N1 (adding 5 pts if you have N2 already, bringing you to 79+language situation requires re-checking) or a 6-point salary increase, the 1-year route saves you 2 years compared to the 3-year route. But if bridging to 80 requires a significant career change or years of study, the 3-year route at 74 points might be more practical. Run the numbers on your specific situation.
No — they are sequential steps. First you must obtain HSP status (via Change of Status application), then accumulate the qualifying residency period under HSP status (1 year for 80+ points, 3 years for 70+ points), and only then apply for PR. There is no way to combine or shortcut these steps. The earliest possible timeline for someone switching to HSP with 80+ points today is approximately 1 year for the residency requirement plus 6–12 months processing — roughly 1.5–2 years from today.
A tax gap doesn't automatically block the fast track, but it must be addressed before applying. Pay any outstanding balances, obtain payment certificates, and prepare a written explanation. The compliance requirement applies equally to fast track and standard route PR applications — ISA cross-checks all tax and pension records regardless of your HSP score. A strong points score with an unresolved tax issue will still be rejected.
Yes — employment at a METI-designated startup adds 10 points to your HSP score. This can be significant: if you were at 70 points without it, METI designation pushes you to 80, which shifts your fast track timeline from 3 years to 1 year. Check whether your current employer (or a prospective employer) is on the METI designated list at the official METI website. The designation changes periodically, so verify current status.
