This guide organizes the official criteria into six practical review areas. The formal legal requirements, exceptions and supporting documents vary by route and personal circumstances; this page is not an eligibility determination.

Review the areas together before filing. A residence-history exception does not remove the need to satisfy the other applicable criteria, and the Immigration Services Agency may request additional documents.

Requirement ①

Residency Duration

10 years of continuous residence in Japan
with at least 5 years on a work, spouse, or other qualifying (non-student) status
Standard requirement

This is the baseline condition for the standard PR route. 10 years of total continuous residence in Japan — meaning you have been living here without extended departures that break your residency record. Within those 10 years, at least 5 years must be on a qualifying non-student status (work visa, spouse visa, long-term resident, etc.).

Student visa years count toward the 10-year total. But they do not count toward the 5-year qualifying status sub-requirement. Someone who studied in Japan for 4 years then worked for 6 years would satisfy both — the 10-year total and the 5-year work status — at the same time.

What counts and what doesn't

  • ✅ Spouse/dependent visa years — count toward both
  • ✅ Long-term resident (定住者) years — count toward both
  • ⚠️ Short-term stay (tourist) periods — do NOT count
  • ⚠️ Time spent outside Japan — generally breaks continuous residency if too long
⚠️ Common mistake: Extended stays abroad without re-entry permits can break the "continuous residence" record. If you regularly leave Japan for months at a time, confirm that your absence periods don't undermine your residency continuity. For PR, immigration officers look at the overall pattern — frequent long absences raise questions even with re-entry permits.
✅ Shorter routes exist via HSP fast track

The standard 10-year route is not the only path. Maximum Period of Stay Requirement

You must hold the maximum period available for your current status

Under the ISA guideline revised February 24, 2026, a 3-year period of stay is treated as the maximum period through March 31, 2027. From April 1, 2027, applicants generally need the actual maximum period available for their status—commonly five years.

The revised guideline also includes a transitional rule for some people who hold a 3-year period of stay on March 31, 2027. The result depends on the status, period held and timing, so confirm the current official wording before filing.

⚠️ Do not rely on an old summary: The rule is not simply “everyone needs a five-year visa from April 2027.” Review the official transition details and check with the Immigration Services Agency or an independent licensed professional if timing could affect your filing.

Good Conduct

No criminal record, immigration violations, or unauthorized activities
Hard requirement

The conduct requirement is one of the strictest hard requirements — it cannot be overcome with other strong factors if there is a significant violation. Immigration officers review your complete history in Japan, not just recent years.

What is reviewed
  • Criminal record in Japan — any conviction, regardless of severity, is a significant negative
  • Criminal record overseas — may be considered for serious offences
  • Overstay history — even short overstay periods from years ago are flagged
  • Unauthorised work history — working outside permitted activities
  • Previous false statements in immigration applications
  • Failure to file required notifications (14-day job change notification, etc.)
  • Pattern of compliance issues across multiple renewals
⚠️ "Minor" violations add up: A single missed job-change notification is unlikely to be disqualifying on its own, but a pattern of compliance issues across multiple events creates a negative overall picture. If you have a compliance history that concerns you, check with the Immigration Services Agency or an independent licensed professional before filing.

Ability to support yourself and your household independently
Assessed holistically

There is no officially published fixed minimum income threshold for permanent residence. The assessment considers whether the household can maintain a stable life based on its assets, skills and livelihood.

  • Household size and the number of dependants
  • Savings, assets and other documented resources
  • Employment or business continuity
  • Documents explaining material changes in income or work history
⚠️ Avoid unofficial cut-offs: Online income figures are not published legal thresholds. Prepare records that explain the household's actual financial position and any significant gaps or changes.

Public obligations must be fulfilled properly, including payment by the applicable deadlines
Route-specific evidence

ISA guidance requires applicants to have properly fulfilled public obligations, including taxes, public pension, public health insurance premiums and required immigration notifications. The documents and look-back periods differ by application route. Late payment can be assessed negatively even if the amount was later paid.
