What Changed in the 2025 Reform

⚠️ Effective October 16, 2025: Business Manager Visa requirements significantly tightened Existing Business Manager Visa holders are covered by transitional provisions until October 16, 2028. However, unpaid social insurance and taxes are explicitly excluded from these provisions and apply immediately.
Capital requirement: raised from ¥5M to ¥30M+ (new applications)
New applicants must demonstrate capital or total investment of ¥30M or more. Renewals for existing visa holders are subject to transitional provisions until 2028, with cases assessed on an individual, comprehensive basis.
Mandatory employment of at least one full-time employee (new)
Companies must employ at least one full-time worker who is a Japanese national or holds a status-based residence permit. Reviewers will verify the employee's existence through employment contracts, payroll records, and social insurance enrollment.
Japanese language capability requirement (JLPT N2 equivalent, new)
Either the company's representative or a full-time employee must hold Japanese language proficiency equivalent to JLPT N2 or CEFR B2.
Business plan verification by a qualified professional (new)
A written confirmation of the business plan from a certified professional — such as a Small and Medium Enterprise Consultant, Certified Public Accountant, or Tax Accountant — is now required.
