1. Flow after receiving a denial notice
2. How to inquire about the reasons for denial and interview at immigration
The reasons stated in the denial notice are usually abstract, such as "due to problems with status of residence." You must directly inquire about the specific reasons at the immigration counter.
Items to bring for the interview
- Denial notice (original) — You may not be able to have an interview without this
- Passport and residence card
- Copies of all submitted application documents (if available)
- Notebook and pen
3 things to ask during the interview
- ① What specifically caused the denial? (document deficiency, ineligibility, or issues with status of residence)
- ② What improvements or additional documents might lead to approval if reapplying?
- ③ Are there any instructions regarding the timing of reapplication?
If false information is suspected in your application, the examiner may not provide specific reasons for denial. In such cases, consult an administrative scrivener and consider your options, including a request for information disclosure.
3. What happens to your period of stay after a denial
| Situation | Residence Status | Action |
|---|---|---|
| Received denial notice within the period of stay | Can legally reside until the period of stay expires | Decide whether to reapply or return home within the period of stay |
| Received denial notice after the period of stay expired | Possibility of illegal stay if the special period (up to 2 months) has ended | Consult an administrative scrivener immediately. Urgent action is required |
| Ample time before the period of stay expires | Can reside until the period of stay expires | Time to resolve reasons for denial and reapply |
Even if denied, you can continue to reside within your period of stay. However, if a work visa is denied, caution is required regarding continued employment after denial. Please consult an administrative scrivener before making a decision.
4. Common reasons for denial by visa type
Engineer/Specialist in Humanities/International Services (Gijinkoku)
This is the most common reason for denial. Examples: graduating from a cosmetology school and working in the restaurant industry, or graduating with an education degree and working in factory packing. The same applies if the work does not fall under "work requiring knowledge in natural sciences or humanities."
Includes unpaid residential tax, failure to enroll in social insurance, or failure to submit job change notifications. For renewal applications, "compliance with laws during previous periods of stay" is strictly checked.
Cases where the applying company is continuously in the red, has excessive debt, or is newly established, raising doubts about employment stability. Denial is likely if the company cannot prove its stability with documents.
Spouse Visa (Spouse or Child of Japanese National, etc.)
Cases with few photos together, unnatural explanations of dating history, or inability to confirm cohabitation. Insufficient evidence to prove the genuine nature of the marriage.
Cases where the Japanese spouse is unemployed, has low income, or is receiving public assistance, making them unable to financially support the foreign spouse.
Permanent Resident Application
Residence status is checked for the entire period of the last 10 years (or the reduced requirement period). Denial is likely if there is even one instance of failure to enroll in social insurance, delayed tax payment, or missed notification.
Cases where the independent livelihood requirement cannot be met, or stability and continuity of income cannot be proven.
Business Manager Visa
Includes cases of continuous zero sales, no actual business office (virtual office, shared with home), or inability to prove transaction history.
Cases with unpaid corporate tax, consumption tax, or social insurance premiums. Strict checks have been increasing in renewal examinations since the October 2025 revision.

5. 5 key points to succeed in reapplication
Reapplying without addressing the reasons for denial will lead to the same outcome. Accurately understand what the problem was, resolve it with evidence, and then apply.
The reapplication may not be handled by the same person. It's essential to prepare new documents rather than reusing previous ones.
Attaching a statement of explanation that thoroughly explains "what was problematic in the previous application" and "how it has been resolved" can convey the improvements to the examiner.
Reapplying with content that largely differs from your previous application risks being suspected of false application. If there are changes, please provide a reasonable explanation.
Once denied, subsequent reviews become stricter. Reapplication is more difficult than the initial application, so we highly recommend professional support.
6. What you should absolutely NOT do
Submitting the exact same content will not change the outcome. Moreover, your application will be viewed as having a "history of reapplication," making the review stricter.
Reapplying after your period of stay has expired means applying while in an overstay status, which significantly increases the difficulty of approval. It is essential to reapply within your period of stay.
The treatment of employment after a renewal denial for a work visa is complex. Always confirm with an administrative scrivener before making a decision.
Reapplying without understanding the problems will lead to the same outcome. Confirm the reasons for denial at an interview with immigration before deciding on a strategy.
If you applied stating "employed at Company A" and then reapply stating "employed at Company B" without explanation, you risk being suspected of false application. If there are changes, always explain the reasons.
7. Successful reapplication examples
Below are examples of cases where approval was obtained after a denial and reapplication. A denial is not the end.
| Case | Reason for Denial | Improvements in Reapplication | Result |
|---|---|---|---|
| Engineer/Specialist in Humanities/International Services Renewal | Insufficient proof of job duties (vague description in explanation letter) | Detailed re-creation of job duty explanation letter, added resume | ✅ Approved |
| Engineer/Specialist in Humanities/International Services Renewal | Error in application form content | Prepared documents from scratch with accurate information, explained circumstances in a statement of explanation | ✅ Approved |
| Spouse Visa | Unnatural explanation of dating history, insufficient photos | Detailed questionnaire, significantly more photos together, LINE history, etc. | ✅ Approved |
| Permanent Resident Application | Insufficient proof of income, temporary social insurance enrollment deficiency | Additional income proof, statement explaining social insurance enrollment history attached | ✅ Approved (all family members) |
| Engineer/Specialist in Humanities/International Services Certificate of Eligibility | Insufficient proof of job duties (certificate of eligibility not issued) | Additional documents proving the specialized nature of job duties, detailed company explanation | ✅ Approved |
