How long does it take to apply for and obtain a CoE (Certificate of Eligibility)?
As of 2026, it is common for cases at the Tokyo Immigration Bureau to take 4 to 7 months. Ideally, you should start the application process immediately after receiving a job offer and complete it at least 6 months before your planned start date.
Direct answer
Actual Processing Times by Region (2026)
| Region | Actual Processing Time | Ideal Application Timing |
|---|---|---|
| Tokyo Immigration Bureau | 4-7 months | 6 months before desired start date |
| Osaka/Yokohama | 2-4 months | 4 months before desired start date |
| Local Immigration Bureaus | 1-2 months | 3 months before desired start date |
Main Reasons for Extended Processing Times
① Incomplete documents: If additional documents are requested, the review process will halt, extending the processing time.
② Increase in applications: Since 2024, the number of foreign residents has reached an all-time high, leading to an increase in applications to be reviewed.
③ Peak season (January-March): During periods of concentrated applications for new graduates, an additional 4-6 weeks may be added to the processing time.
