Engineer Visa Requirements Japan — 技人国 Complete Guide (2026)
Engineer Visa Requirements Japan — 技人国 Complete Guide (2026)
This guide is based on current ISA guidelines for the 技人国 status and real casework. Last updated: June 2026.
- The Engineer / Specialist in Humanities / International Services (技術・人文知識・国際業務, 技人国) is Japan's most common work visa — covering IT, engineering, marketing, finance, HR, design, and most white-collar professional roles.
- Three requirements must all be met: academic background or experience, activity match, and employer legitimacy.
- The job description is the most critical document — ISA assesses whether your actual duties constitute specialist work, not your job title.
- JLPT certification is not listed as a general renewal requirement. Japanese ability may still matter for a specific job and can qualify for HSP points.

1. What Is the 技人国 Visa?
The Engineer / Specialist in Humanities / International Services (技術・人文知識・国際業務) — commonly abbreviated as 技人国 (gijinkoku) — is Japan's primary work visa for professional and white-collar employment. It is the most widely held work status among foreign professionals in Japan.
Despite its name combining three categories, it is issued as a single status of residence. The name reflects the three types of specialist work it covers:
| Track | Japanese Name | Covers | Typical Roles |
|---|---|---|---|
| Engineer | 技術 | Work requiring knowledge in natural sciences | Software engineer, mechanical engineer, electrical engineer, data scientist, IT consultant |
| Specialist in Humanities | 人文知識 | Work requiring knowledge in human sciences | Finance analyst, HR specialist, legal compliance, business consultant, marketing strategist |
| International Services | 国際業務 | Work requiring sensitivity from experience with foreign culture | Translator, interpreter, foreign language teacher at companies, international sales, overseas PR |
2. The 3 Core Requirements
All three must be satisfied simultaneously. A strong score on two out of three is not sufficient.
| # | Requirement | What ISA Checks | Most Common Failure Mode |
|---|---|---|---|
| ① | Academic background or experience | University degree in a relevant field, OR 10+ years professional experience (humanities/international track only) | Degree in an unrelated field; vocational school doesn't qualify as "university" in some countries |
| ② | Activity match | The specific duties of the role must constitute specialist professional work in the relevant track | Generic job description; duties include significant manual or non-specialist work; role changed since last visa but paperwork didn't |
| ③ | Employer legitimacy | The company is legally registered, financially stable, and the role is genuine and necessary | Startup without documentation of stability; no explanation of why this specific hire is needed |
3. Engineer Track — Natural Sciences
The Engineer track (技術) covers work that requires applying specialist knowledge from the natural sciences. The key legal test under the Immigration Control Act (Appended Table 1-2) is whether the work requires "knowledge pertinent to the field of natural science."
Qualifying Academic Background
- University degree (bachelor's or higher) in a natural science field: computer science, information technology, engineering (mechanical, electrical, civil, chemical, etc.), mathematics, physics, biology, architecture, and related disciplines
- Japanese 専門学校 (vocational college) graduates in a directly relevant field may qualify in some cases — but this is assessed more strictly than university degrees
- No 10-year experience substitution for the Engineer track — experience cannot replace a degree here (unlike the Humanities track)
Qualifying Roles (Examples)
- Software developer, backend engineer, frontend engineer, full-stack engineer
- Infrastructure engineer, cloud architect, network engineer, security engineer
- Data scientist, machine learning engineer, AI researcher
- Mechanical engineer, electrical engineer, civil engineer
- IT consultant, systems analyst, technical project manager
- Biomedical engineer, pharmaceutical researcher (technical roles)
The Degree-Job Relationship Test
ISA assesses whether your academic background has a logical connection to the job duties. This does not need to be a perfect subject match — a computer science graduate doing data analysis clearly qualifies. However, a mechanical engineering graduate doing software development needs the connection explained. When the connection is indirect, a reason letter (理由書) prepared by a scrivener helps establish it.
4. Humanities Track — Human Sciences
The Humanities / Specialist in Human Sciences track (人文知識) covers work requiring knowledge from law, economics, sociology, business, or related fields. It also uniquely allows a 10-year professional experience substitution in place of a degree.
Qualifying Academic Background
- University degree in: economics, business administration, law, sociology, psychology, accounting, finance, international relations, commercial studies, and related fields
- OR: 10+ years of professional experience in the relevant field (the only track where experience can substitute for a degree)
Qualifying Roles (Examples)
- Financial analyst, accountant, tax specialist, investment analyst
- HR manager, talent acquisition specialist, people operations
- Legal compliance officer, paralegal (non-litigation role)
- Business consultant, management consultant, strategy analyst
- Marketing manager, brand manager, digital marketing specialist
- Operations manager, supply chain analyst, procurement specialist
5. International Services Track
The International Services track (国際業務) is the narrowest of the three. It covers work that requires "specific ways of thinking or sensitivity acquired through experience of foreign culture" — essentially roles where your foreign cultural background is itself the specialist qualification.
Key Distinction from the Other Two Tracks
The International Services track does not require a degree in a specific academic field in the same way. The qualification is 3+ years of professional experience using that cultural sensitivity (or a degree). However, the activity itself must genuinely require foreign cultural sensitivity — not just involve using a foreign language.
Qualifying Roles (Examples)
- Translator / interpreter (professional, ongoing — not incidental)
- Foreign language instructor at a Japanese company (not at a school — that would be "Instructor" status)
- International PR / communications specialist
- Cross-cultural business development manager
- Overseas market researcher
6. The Activity Match Test — The Most Critical Factor
ISA's assessment of whether your role fits the 技人国 status is called the activity match. This is consistently the most common reason for refusals and additional document requests. Understanding it is essential.
What ISA Actually Reviews
ISA does not assess your job title. They assess your actual daily duties as described in the job description. The legal test from the Immigration Control Act: does the work require "knowledge pertinent to the field of natural science or human science"?
The Specialist Knowledge Test
The work must require knowledge that is acquired through university-level education (or equivalent professional experience). This distinguishes 技人国 from manual labor, simple office work, or non-specialist roles.
| Activity | Qualifies? | Reason |
|---|---|---|
| Developing and maintaining software systems using Python and AWS | ✅ Yes | Requires university-level CS knowledge |
| Managing financial models and investment analysis in Excel/Bloomberg | ✅ Yes | Requires economics/finance knowledge |
| Running digital marketing campaigns using GA4, Meta Ads, and Salesforce | ✅ Yes | Requires specialist marketing knowledge |
| Data entry and document filing | ❌ No | Does not require specialist knowledge |
| Restaurant service / kitchen work | ❌ No | Outside permitted activities (Skilled Labor or other status) |
| "IT work" or "marketing tasks" (generic) | ⚠️ Risky | Too vague — ISA cannot verify specialist knowledge |
| Managing a team of engineers while also doing architecture design | ✅ Yes | Management of technical team + own technical work = qualifies |
| Managing a warehouse team with no personal specialist duties | ❌ No | Manager's own duties are non-specialist |
7. 2026 Changes You Must Know
① JLPT N2, Jobs, HSP Points, and Renewal Facts
JLPT certification is not listed as a general requirement for extending an Engineer/Specialist in Humanities/International Services status. Japanese ability may still matter for the job itself and can qualify for points under the Highly Skilled Professional system. For applications filed on or after April 15, 2026, some Category 3 and Category 4 sponsoring organizations must submit additional employer-related documents. This change is separate from JLPT certification. Full guide: JLPT N2 and your work visa renewal.
② Tax and Pension Cross-Checking (Since 2024, Now Universal)
ISA cross-checks all tax and pension records at every renewal. Gaps from any year of your Japan residency — including year one — are flagged. Start compliant from day one: enroll in social insurance immediately when you start work, pay all taxes on time. See: why Japan visa processing takes 4–6 months in 2026.
③ April 2027: 5-Year Visa Grant Required for PR
From April 2027, standard PR applicants must hold a 5-year period of stay grant. Clean compliance from your first 技人国 visa helps build toward longer grants at successive renewals. See: Japan PR requirements 2026.

10. FAQ
Q. My degree is in a completely different field from my job. Can I still get a 技人国 visa?
Sometimes — it depends on the specific combination. For the Engineer track, a degree in a related natural science field is required, and the connection must be arguable. For the Humanities track, a broader range of degrees may qualify, and 10+ years of professional experience can substitute entirely. A scrivener can assess your specific situation. Where the connection is indirect but arguable, a detailed reason letter typically addresses the gap. Free initial intake: check the right next step →
Q. I graduated from a vocational school (専門学校), not a university. Can I qualify?
Japanese 専門学校 graduates in a directly relevant field may qualify for the Engineer track in some cases. For example, a Japanese IT vocational college graduate applying for a programming role has been approved in practice. Foreign vocational school graduates face stricter scrutiny — ISA assesses whether the institution and curriculum is equivalent to Japanese higher education standards. Consult a scrivener with your specific credentials before applying.
Q. My job title is "Manager" — does that qualify?
It depends on what you personally do, not what your team does. A manager who spends their working time on specialist tasks — technical design decisions, financial modelling, strategic planning — qualifies. A manager whose own time is primarily spent on administrative coordination of manual workers does not. The job description must clearly describe your own specialist duties. See: document requirements guide.
Q. I'm already in Japan on a Student visa and have a job offer. What do I do?
You need a Change of Status to 技人国 before starting full-time professional work. For an April 1 start date, apply by November–December. Processing takes 2–4 months. You cannot start work before approval. Full guide: Change of Status Japan.
Q. My employer is a startup. Does that make it harder?
Startups are assessed under Category 4, which requires more comprehensive documentation — financial evidence, detailed company overview, and a specific reason-for-hire letter. It is harder than a Category 1 listed company, but approval is possible with the right package. See: visa sponsorship in Japan — employer categories.
Q. Can I switch to HSP status from 技人国?
Yes — if you score 70+ points on the HSP table, you can file a Change of Status from 技人国 to HSP. This starts the PR fast-track clock (1 year for 80+ points, 3 years for 70+ points) and grants a 5-year period of stay. Check your points: HSP points calculator. Full guide: HSP visa application guide.
