Immigration Scrivener Fees in Japan 2026: What It Actually Costs | VisaSHOGUN

🏛️ Admin Scrivener Supervised 📅 Last updated: August 2026 ⚠️ Oct 2026 Government Fee Hike Included

Immigration Scrivener Fees in Japan 2026
What It Actually Costs

Two separate costs are about to change at once: what a licensed Administrative Scrivener (行政書士) charges for their work, and — starting October 2026 — what the government itself charges just to process your application. Here's both, broken down honestly.

  • Realistic scrivener fee ranges for renewal, change of status, PR, business visas, and more
  • Why the same procedure can cost 2–3x more depending on complexity
  • 🚨 The government's own fees are rising sharply from October 2026
  • Total realistic cost — scrivener fee + government fee, combined
  • When it's worth paying a professional vs. applying yourself
⚠️
The government fee itself is about to rise sharply — separate from any scrivener's fee. A cabinet order draft (currently in public comment) would raise renewal/change-of-status fees from a flat ¥6,000 to as much as ¥75,000, and PR from ¥10,000 to ¥200,000, from October 2026. See the details →
Fee ranges cross-checked against multiple licensed scrivener offices' published rate sheets and the official cabinet order draft. Not legal advice — always confirm current pricing directly with any office before engaging them.

🏛️ Supervised by a Licensed Administrative Scrivener (行政書士)

Fee ranges below reflect figures shared in professional scrivener circles, cross-checked against multiple published office rate sheets and industry survey data. The government fee section is based on the Immigration Services Agency's cabinet order draft, published for public comment as of July 2026.

The Core Principle

Two Different Costs, Often Confused

When people ask "how much does it cost to get a visa," they're often mixing up two entirely separate charges:

  • ① The government fee (手数料) — paid directly to the Immigration Services Agency (ISA) for processing your application. This is fixed by law/cabinet order and doesn't depend on who prepared your paperwork.
  • ② The scrivener's fee (報酬) — what you pay a licensed Administrative Scrivener (行政書士) for preparing and submitting the application on your behalf. This varies by office, case complexity, and region.

Both are changing in 2026 — the government fee is rising sharply from October, and scrivener fees continue to vary widely by case difficulty. This page breaks down both.

Scrivener Fees — 2026 Benchmark

What Scriveners Actually Charge, By Procedure

Figures below are typical ranges (excluding tax and government fees), based on professional benchmarking. Individual offices vary — always request a specific quote.

Procedure Typical Range Higher-Difficulty Cases
Renewal (更新許可) ¥60,000 – ¥80,000 ¥100,000 – ¥150,000 (min. ~¥50,000)
Change of Status (変更許可) ¥100,000 – ¥150,000 ¥150,000 – ¥200,000
COE Application (認定証明書交付申請) ¥100,000 – ¥150,000 ¥150,000 – ¥200,000
Permanent Residency (永住許可) ¥150,000 – ¥200,000 ¥200,000 – ¥300,000
Business Manager Visa (経営管理) ¥200,000 – ¥350,000 Full-service (incl. company formation): often ¥400,000–700,000+
Dependent Visa (家族滞在) ¥60,000 – ¥100,000 ¥100,000 – ¥150,000
Work Permission (資格外活動許可) ¥30,000 – ¥50,000 up to ¥50,000
💡 A note on the Business Manager Visa outlier

Full-service packages that include company formation, articles of incorporation, and complete hands-off support can run considerably higher than the typical range — cases well over ¥1,000,000 are reported for large-scale or complex corporate setups. This is not representative of a standard visa-only application; it reflects a bundled corporate formation service, not just the immigration filing.

Why the Range Is So Wide

What Drives the Price, By Procedure

¥60k–150k 1Renewal (更新許可)
The cheapest scenario is a straightforward renewal with no job change and no compliance issues — some offices price this as low as ¥30,000–50,000. The price rises significantly if you've changed jobs, since the review becomes closer to a fresh application. A pattern of short-grant renewals (1-year grants) also signals extra scrutiny, which adds to the work involved.
¥100k–200k 2Change of Status & COE Applications
These are priced similarly because they involve comparable work — building a case from scratch for a category you don't currently hold, including employer documentation, business justification, and (for COE) coordination with someone still overseas.
¥150k–300k 3Permanent Residency (永住許可)
PR is priced higher than most procedures for a specific reason: the tax and pension documentation burden. Unlike a renewal, PR requires assembling a multi-year history of tax payment certificates, pension records, and health insurance enrollment — often across several municipal and government offices. If you ask the scrivener to personally collect these documents on your behalf (rather than gathering them yourself), this is typically billed as an additional fee on top of the base rate, which is the main reason PR quotes vary so much between offices.
⚠️ Ask this before signing: confirm whether the quoted price includes document collection, or whether you're expected to gather your own tax/pension certificates. This single factor explains most of the price gap between offices.
¥200k–350k+ 4Business Manager Visa (経営管理)
The widest range of any category. A straightforward application for an existing, simple business structure sits at the lower end. Full-service packages — company formation, articles of incorporation, business plan drafting, and a hands-off experience for the client — command significantly more, sometimes several times the base range, reflecting the scope of work bundled in.
¥60k–150k 5Dependent Visa (家族滞在)
Complexity here usually comes from proving the relationship and the sponsor's financial capacity, especially for family members joining from abroad, or in cases resembling the harder scenarios covered in our Dependent Visa guides →.
¥30k–50k 6Work Permission (資格外活動許可)
The least expensive procedure on this list — but budget for time, not just money.
⚠️ Practical warning: approval for this permission is known to take longer than many applicants expect. If you're planning to start part-time work, apply well in advance rather than assuming quick turnaround — see our Dependent Visa Work Rules guide → for the full process.
🚨 Breaking — Separate From Scrivener Fees

The Government Fee Itself Is Rising Sharply

This is a distinct, additional cost that applies regardless of whether you use a scrivener. It has nothing to do with the fee ranges above — it's what ISA charges to process the application.

Fee Current Draft (from Oct 2026)
Renewal / Change of Status Flat ¥6,000 Tiered by period of stay: ¥10,000–¥75,000
Permanent Residency ¥10,000 ¥200,000
COE (Certificate of Eligibility) ¥0 Unaffected — no fee for initial COE applications
⚠️ Status: draft, not yet finalized

The amended Immigration Control Act (成立: May 29, 2026; promulgated: June 5, 2026) raised the statutory upper limit — ¥100,000 for renewal/change, ¥300,000 for PR. The actual amounts above come from a cabinet order draft published July 3, 2026, open for public comment until August 2, 2026. The cabinet order itself had not been promulgated as of this writing. Final amounts and the effective date are confirmed only once the cabinet order is officially issued — check moj.go.jp/isa directly for the latest status.

💡 A grandfather clause is expected

Based on the precedent set by the previous fee change (April 2025), applications received before the new fee takes effect are expected to keep the old, lower fee — even if the approval itself comes through afterward. If your renewal or PR application is coming up, filing before the cutoff (expected around September 30, 2026) could save you a meaningful amount. Confirm the exact cutoff once the cabinet order is finalized.

🔴 Reduced fees may apply for financial hardship

A draft guideline reportedly proposes reduced fees (¥10,000 for renewal-type applications, ¥20,000 for PR) for applicants who qualify as low-income and meet certain humanitarian criteria. Details were not finalized as of this writing.

Putting It Together

Realistic Total Cost — Scrivener Fee + Government Fee

Combining both layers gives the honest, total out-of-pocket figure for common scenarios, assuming the October 2026 government fee draft goes into effect as proposed.

Scenario Scrivener Fee Government Fee (from Oct 2026) Total (approx.)
Straightforward renewal ¥60,000 ¥10,000–¥75,000 (by period) ~¥70,000–¥135,000
PR application (self-collected docs) ¥150,000 ¥200,000 ~¥350,000
PR application (scrivener collects docs) ¥200,000+ ¥200,000 ~¥400,000+

Figures are illustrative based on current draft fees and typical scrivener ranges — confirm both directly before applying.

The Real Question

Should You Apply Yourself, or Hire a Scrivener?

Nothing legally requires you to hire a scrivener — you can file most applications yourself. The honest trade-off:

  • Simple, clean-history renewals — many people successfully self-file. The main cost of doing it yourself is your own time and the risk of a paperwork mistake causing delay.
  • PR, Business Manager, and complex Dependent Visa cases — the document assembly and narrative-building work is substantial, and a rejection can cost months. This is where professional help most often pays for itself.
  • Any case with a compliance history concern (tax gaps, past short grants, prior violations) — a scrivener's experience in framing and explaining these issues is difficult to replicate on your own.
Frequently Asked

Scrivener Fee FAQ

The statutory upper limits are now law (passed May 2026). The specific amounts and October 2026 effective date come from a cabinet order still in draft/public-comment form as of this writing. It's highly likely to proceed close to the draft figures, but the exact numbers and date are only final once the cabinet order is officially promulgated — check moj.go.jp/isa for the latest status before making decisions based on it.
Based on how the previous fee change was handled (April 2025), the fee in effect on the date your application is received is expected to apply — even if the approval itself is granted after the new fee takes effect. This means filing before the cutoff could lock in the lower fee. Confirm the exact cutoff date once official.
The single biggest factor is whether document collection (tax certificates, pension records across multiple offices) is included in the quoted price or billed separately. Always ask this explicitly before comparing quotes — a "cheaper" quote that excludes document collection may end up costing more once that work is added.
No — no scrivener can guarantee an outcome, since the decision belongs entirely to ISA. What a scrivener can do is prepare the strongest possible application and identify issues before they become rejection reasons. Be cautious of any office that implies a guaranteed result.
