Japan Visa Refusal: What to Do After Rejection in 2026
- An entry visa refusal by a Japanese embassy or consulate outside Japan
- A Certificate of Eligibility (COE) non-issuance decision
- A refusal of an extension of period of stay or change of status in Japan
- A permanent residence refusal
These are different procedures. Do not rely on advice written for a different type of decision.
- For an overseas visa refusal, Japan's Ministry of Foreign Affairs says an application for the same purpose is generally not accepted within six months of the refusal.
- A COE and an entry visa are separate. A COE can support a visa application, but it does not guarantee that a visa will be issued.
- After a refusal involving status of residence in Japan, do not assume that continued stay, work or a new application is automatically permitted. Check your current status, expiry date, notice and individual circumstances promptly.
- Permanent residence is a separate application. A refusal does not by itself answer questions about your current status of residence or its renewal.

1. Identify the type of refusal
The word “visa” is often used loosely, but Japanese procedures separate an entry visa from a status of residence. The responsible authority and available next steps change depending on the decision.
| Decision | Usually handled by | What to check first |
|---|---|---|
| Entry visa refusal | Japanese embassy or consulate abroad / Ministry of Foreign Affairs | Purpose of visit, refusal date and the mission with jurisdiction |
| COE non-issuance | Immigration Services Agency in Japan | COE application record, stated issue and whether circumstances or evidence have changed |
| Extension or change refusal | Regional Immigration Services Bureau | Current status, period of stay, notice and any procedural deadline |
| Permanent residence refusal | Regional Immigration Services Bureau | Reason that can be clarified, current status and future renewal obligations |
2. Overseas embassy or consulate visa refusal
This concerns a visa application submitted outside Japan for entry into Japan. It is not the same procedure as an extension or change of status filed while residing in Japan.
Do not assume that changing one document guarantees a new application will be accepted or approved. The embassy or consulate also generally does not provide the specific refusal reason. Check the latest instructions of the mission responsible for your place of residence.

3. Certificate of Eligibility non-issuance
A Certificate of Eligibility is issued through the Immigration Services Agency before many long-term entry visa applications. A COE concerns the proposed activity and landing conditions; the later visa application is examined separately by a Japanese embassy or consulate.
Before considering a new COE application, confirm what information can be obtained about the decision and whether the underlying facts or supporting evidence can be materially clarified. The sponsor or applicant may need case-specific professional advice.

4. Extension or change of status refusal in Japan
This concerns an application filed with the Immigration Services Agency by a person in Japan, such as an extension of period of stay or a change of status of residence. It is not an overseas entry visa application.
Keep the complete notice and copies of the application. Check the exact expiry date on your residence card and any instructions or date shown by immigration. Do not continue an activity unless it is authorized by your current status.
Official information: Extension of period of stay, Change of status of residence, and published denial cases.
5. Permanent residence refusal
A permanent residence application is separate from an extension or change of status application. A refusal of permanent residence does not automatically convert your current status into another status or remove the need to maintain and renew it.
Review the decision with attention to residence history, public obligations, documentation and any case-specific issue raised or clarified. Continue to monitor the expiry date and requirements of your existing status of residence.

Check your next step7. Appeals, litigation and reapplication
Do not assume that every refusal has a standard “appeal” process. Available procedures depend on the decision and the legal basis. A fresh application, an inquiry with the responsible authority, or court proceedings may be relevant in different cases.
Reapplication is not guaranteed to be available immediately and does not guarantee approval. For overseas visa refusals, the Ministry of Foreign Affairs six-month rule may apply. For residence-related decisions in Japan, confirm your immigration position and the correct procedure before acting.
8. FAQ
Can I remain in Japan after any refusal?
No universal answer applies. An overseas visa refusal normally concerns a person outside Japan, while a refusal of an in-country residence application must be assessed using the person's current status, expiry date, notice and circumstances.
Can I submit the same application again?
Do not assume so. Overseas same-purpose visa applications are generally not accepted within six months after refusal, subject to limited exceptions described by the Ministry of Foreign Affairs. Other procedures require their own assessment.
Does a COE guarantee a visa?
No. The Ministry of Foreign Affairs states that a COE does not guarantee visa issuance.
Does VisaSHOGUN provide legal advice or file applications?
No. VisaSHOGUN provides free initial intake and general information. When appropriate, we may connect you with an independent licensed professional. Professional advice and application support are provided under the professional's separate engagement terms, and fees may apply.
