🎁 What is Furusato Nozei — Explained Simply
Most foreigners living in Japan have never heard of Furusato Nozei. Their Japanese colleagues get free Wagyu beef, premium rice, and travel vouchers every December — and say nothing about it. This guide changes that.
Here's how it works in plain English:
🗺️ How Furusato Nozei works
1
You "donate" to any municipality in Japan
Choose any city, town, or village — doesn't have to be related to you. You can donate online in minutes.
2
The municipality sends you a return gift (返礼品)
Premium local products worth ~30% of your donation. Wagyu beef, Hokkaido rice, fresh seafood, travel vouchers, and thousands more options.
3
Your donation is deducted from next year's taxes
The amount you donated — minus ¥2,000 — is credited against your income tax and residence tax. You effectively pay just ¥2,000 out of pocket for gifts worth tens of thousands of yen.
✅ Real example: Annual salary ¥6,000,000 (single, no dependents)
Return gifts received
~¥23,000
worth of products
Your actual cost
¥2,000
flat fee, always
→ ¥75,000 tax deduction + ¥23,000 worth of gifts, for just ¥2,000 out of pocket.
🌏 Can Foreigners Use Furusato Nozei?
Yes — 100%. Nationality is completely irrelevant.
The only requirement is that you pay Japanese income tax and/or residence tax. If you work in Japan on a valid visa and pay taxes, you are eligible. Period.
✅ You ARE eligible if:
- You work in Japan on a work visa (技人国, HSP, etc.)
- You are a permanent resident (永住者)
- You are on a spouse visa and pay taxes
- You are self-employed and file taxes in Japan
- Your annual income is high enough to pay residence tax
❌ You are NOT eligible if:
- You are on a tourist visa (no tax obligation)
- Your income is below the residence tax threshold
- You arrived in Japan after January 1 of the current year (you won't pay residence tax until the following year)
- You are a student with no taxable income
💡
First year in Japan? Read this.
Residence tax in Japan is calculated based on your income from the previous year and collected the following year. If you arrived in Japan in 2025, you won't pay residence tax until June 2026 — and your Furusato Nozei deduction won't apply until then. Your first meaningful Furusato Nozei year is typically your second year of working in Japan.

🥩 Best Return Gifts for Foreigners
With over 550,000 return gift options, choosing can be overwhelming. Here are categories that consistently offer great value:
🥩
Premium Wagyu Beef
Miyazaki, Kagoshima, and Matsusaka wagyu. 500g–2kg packs. Worth ¥8,000–25,000. Best value-per-yen return gift category. Many municipalities offer A5 grade.
🍚
Premium Japanese Rice
Niigata Koshihikari, Akita Komachi, Hokkaido Yumepirika. 10–30kg bags. Excellent practical value — you'll eat it all. Very popular among expats living in Japan.
🦞
Fresh Seafood
Hokkaido crab, Nagasaki lobster, Oma tuna. Shipped fresh or frozen directly from fishing communities. Often equivalent to ¥15,000–30,000 at restaurant prices.
✈️
Travel Vouchers
Accommodation vouchers for hotels and ryokan across Japan. Use for holidays and weekend trips. Many areas in Kyoto, Okinawa, and Hokkaido offer attractive options.
🍺
Craft Beer & Sake
Local craft beers, sake, whisky, and shochu from regional producers. Popular among expats who want to experience Japan's local beverage culture. Check age restrictions.
🍓
Premium Fruit
Japanese fruit is famously expensive. Furusato Nozei makes Amaou strawberries, Shine Muscat grapes, and premium mango accessible. Seasonal — order in advance.
💡
Tip: spread donations across multiple municipalities
You can donate to as many municipalities as you like (if using One-Stop, limit to 5). Instead of one big donation, many experienced users split theirs — ¥20,000 for beef, ¥20,000 for rice, ¥20,000 for travel vouchers — maximizing the variety of gifts received.
📋 How to Apply — Step by Step
1
Calculate your donation limit
Use the deduction simulator on your chosen platform (Satofull, Furunavi, Rakuten). Enter your approximate annual income and family situation. This gives you the safe donation limit to stay within.
2
Choose your municipality and return gift
Browse by gift category (meat, rice, seafood, travel, etc.) on your chosen platform. Read the delivery timing — some gifts are seasonal. Choose your preferred deduction method (One-Stop or tax return — see below).
3
Complete the donation online
Fill in your name, address, and delivery details — in Japanese (use Google Translate if needed, or ask HR to help with your address format). Pay by credit card for immediate processing.
4
Submit the One-Stop application form (if applicable)
The municipality mails you an application form. Fill it in and return it by January 10 of the following year. Your Residence Card counts as the required ID document for foreigners. Keep the return envelope — some municipalities include it prepaid.
5
Receive your gifts and tax deduction ✅
Gifts arrive within weeks. Tax deduction appears in your June residence tax bill the following year — your monthly payment will be reduced by the deducted amount.
🚨
December 31 deadline — every year, no exceptions
Donations must be completed by December 31 to count for that tax year. If you miss it, you lose that year's deduction entirely. Many popular gifts sell out in December — don't wait until the last week. Set a reminder for November to start browsing.
🧾 One-Stop vs Tax Return — Which Should You Use?
⭐ One-Stop Exception System
おすすめ — Best for most salaried workers

📋 Tax Return (確定申告)
For self-employed or multiple donations
Include your Furusato Nozei donations in your annual tax return (February–March). Both income tax refund AND residence tax reduction apply.

❓ Frequently Asked Questions
Does Furusato Nozei affect my visa status?
No. Furusato Nozei is a standard tax system that every taxpayer in Japan can use. It has no connection to your immigration status or visa. Using it correctly demonstrates that you are a compliant taxpayer — if anything, it's a positive sign.
Can I do Furusato Nozei in my first year in Japan?
Technically yes, but the deduction benefit is limited. Residence tax is based on the previous year's income, so in your first year you likely won't have a residence tax bill. The income tax deduction still applies, but it's smaller. Your second year is when the full benefit kicks in.
What ID do I use for the One-Stop application as a foreigner?
Your Residence Card (在留カード) is accepted as the required ID document. Make a copy of both sides and attach it to your One-Stop application form. Some municipalities also accept My Number Card or passport copies — check the specific form instructions.
What if I leave Japan before the tax deduction is applied?
If you leave Japan before June (when the residence tax deduction would be applied), you may not receive the full benefit. Donate only to the extent you are confident you'll remain in Japan through the following year's tax season. If you're planning to leave, prioritize the income tax refund route via kakuteishinkoku before departure.
Can I get gifts shipped outside Japan?
No. Return gifts are shipped to a Japanese address only. You must have a Japanese registered address to receive them. This is a requirement of the Furusato Nozei system.
