This is the single most important thing to understand before you start: unlike most Japan visas, there is no administrative scrivener, company, or other proxy in Japan who can file a Certificate of Eligibility (COE) application on your behalf while you remain outside the country. Your route is determined by your physical location when you apply — it isn't a matter of picking whichever sounds more convenient.

If you're currently outside Japan You must apply directly for the visa at the Japanese embassy or consulate covering your place of residence — without a COE. This route requires more supporting documents (your activity plan, income proof, and insurance proof go directly into the visa application itself), since there's no separate COE stage to pre-clear your eligibility.
If you're already in Japan (e.g. on a short-term/tourist stay) You can personally file the COE application (在留資格認定証明書交付申請) at a regional immigration bureau. If approved, the COE streamlines the visa step — but note that a COE is fundamentally a document for people entering Japan, so most applicants should expect to use it to obtain a visa stamp in the usual way, rather than assume it automatically converts their existing short-term status without further steps. Step by Step

The General Process

  1. Confirm your eligibility on all three conditions Nationality, ¥10M income, and qualifying insurance — before spending time or money on the application itself.
  2. Choose your path (A, B, or C above) This decision affects your document list, your timeline, and your travel planning — decide this before booking anything.
  3. Gather and translate your documents Any document not in Japanese needs an attached Japanese translation. See the checklist below.
  4. Submit your application Via a proxy in Japan (Path A), directly at the embassy (Path B), or at a regional immigration bureau after arrival (Path C).
  5. Wait for review — and build in a generous buffer Processing time varies significantly by bureau and case complexity. See the timeline section below.

Filing the COE application yourself (if you're already in Japan)

Per the official ISA document list for Designated Activity No. 53:

⚠️ If someone other than you submits the application, that person must present identification proving they're authorized to do so (e.g. a company ID, or proxy documentation). If your name on the COE doesn't exactly match your passport, expect extra time at later stages to resolve the discrepancy.

Applying directly at the embassy/consulate (if you're outside Japan)

Since there's no COE pre-clearing your eligibility, the same supporting evidence goes directly into your visa application: your activity plan, income proof, and insurance proof, in addition to the standard visa application form, photo, and passport. Confirm the exact document list and format with your nearest Japanese embassy or consulate before applying.

For an accompanying spouse or child

  • Same COE/visa application form and photo requirements as above

Two Details Worth Knowing

Income and Insurance — Exactly As ISA Defines Them

The official Q&A clarifies two points that are easy to get wrong:

💴 On income (from ISA's own Q&A) A documented, already-agreed raise or promotion counts if it means your income will reach ¥10M going forward — including a new job offer with a ¥10M annual salary, even before you've been paid under it. Self-employed applicants are assessed on profit after necessary expenses, not contract or sales value. Multiple stable income sources can be added together to reach the ¥10M threshold.
🏥 On insurance (from ISA's own Q&A) Coverage must include both: (1) ¥10,000,000 or more for injury/illness treatment costs, and (2) a death benefit or repatriation-of-remains cost — for the death benefit specifically, no minimum amount is set, but it must be included as a covered item.

How Long Does This Actually Take?

Neither ISA nor MOFA publishes an official target processing time for this specific status. In practice, case reports from administrative scriveners handling these applications describe a wide range — anywhere from several weeks to several months — depending on how complete and clear your income documentation is and how busy the reviewing bureau is.

⚠️ Don't plan around a specific date. Immigration bureaus won't confirm expected completion dates, and case officers frequently follow up with additional questions — particularly about income documentation. Build a wide buffer into any travel or work commitments tied to your arrival in Japan.
