A lot of guides frame this as a choice — "pick whichever route is faster." It isn't a choice. Per the Immigration Services Agency's own guidance, your application route is determined by whether you're inside or outside Japan at the time you apply. Here's what that actually means in practice for your documents, your timeline, and your risk.

⚠️ This isn't "pick your path." If you're outside Japan, there's no proxy who can file a COE application for you — you apply directly at the embassy. If you're already in Japan, you can file the COE yourself. Your location decides this, not your preference.

The Real Risk

Why "Already in Japan" Isn't Automatically the Faster Option

It might seem like being in Japan already gives you a head start. In practice, it introduces a specific risk that applying from abroad doesn't: your short-term stay has its own expiration date, and neither ISA nor MOFA publishes a guaranteed processing time for this status.

If your short-term stay runs out before a decision is made You may need to depart Japan and wait for the outcome from abroad, rather than staying to see it through. This means potentially booking a flexible or fully-refundable return flight, and being prepared for your "quick trip to apply in person" to turn into a longer, more expensive process than applying from home would have been.

If you're not already planning to be in Japan for another reason, applying directly from abroad — while it requires more documents upfront — avoids this specific risk entirely.

  • You're planning your first trip to Japan around this visa: apply from abroad. There's no reason to enter on a short-term stay first and add a deadline to your own application.
  • You're already in Japan for another reason (e.g. visiting) and want to extend into this status: filing the COE yourself while you're there is possible — just go in aware of the short-term stay deadline and have a backup plan if the review runs long.

Can I choose to apply from abroad even if I'm planning to visit Japan first anyway?

Yes — if you're not yet in Japan, applying from abroad is simply how the process works for you. There's no advantage to deliberately delaying and applying only once you've entered on a short-term stay, since that introduces a deadline risk that applying from home doesn't have.

If I'm already in Japan on a short-term stay, should I leave and apply from home instead?

Not necessarily — filing the COE yourself while in Japan is a legitimate route. The key is going in with a realistic expectation of timing and a plan (flexible travel, willingness to depart if needed) in case the review takes longer than your short-term stay allows.

Does applying from abroad take longer since more documents are required?
