Visa Denial/Reapplication Strategies: What to Do First After Receiving Notification

Urgent decision guide2026 review
Based on official sources

This guide separates procedures governed by Japan's Ministry of Foreign Affairs and Immigration Services Agency. Last updated: September 2026.

First identify what was refused

An overseas entry visa, a Certificate of Eligibility, a domestic extension or change of status, and permanent residence are different procedures. Reapplication, deadlines, and the effect on stay or work cannot be stated as one universal rule.

Check these four points now
  • The exact procedure named on the decision or returned documents
  • Your location, current status of residence, expiry date, and residence card
  • Which authority made the decision
  • Any individual deadline for reapplication, departure, or a legal remedy

1. Four procedures commonly called “visa refusal”

ProcedureWhere and whatKey point
Entry visaVisa application at a Japanese embassy or consulate overseasSeparate from status of residence; a six-month same-purpose reapplication rule generally applies.
Certificate of EligibilityISA review of planned activities in JapanA COE does not guarantee visa issuance.
Extension or change of statusDomestic residence procedureThe response depends on the current status, expiry date, decision, and card.
Permanent residenceApplication for permanent resident statusThe PR application itself does not extend the current period of stay.

2. If an embassy or consulate refused an entry visa

Japan's Ministry of Foreign Affairs says it generally does not disclose the specific reason for an individual visa refusal. It also says that another application for the same purpose is generally not accepted within six months after refusal. An exception may be possible where circumstances have changed significantly or early travel is necessary for humanitarian reasons; ask the embassy or consulate with jurisdiction.

Changing a document does not guarantee immediate reapplication

Check the purpose, refusal date, and any material change before filing again. Even a valid COE does not guarantee that a visa will be issued.

3. If a COE was not issued

COE non-issuance is different from an overseas visa refusal. Review the planned activity, the host or sponsor, the evidence submitted, and the requirements for the relevant status. Ask the competent regional immigration office what can be explained. Refiling the same evidence does not guarantee approval.

4. If a domestic extension or change was refused

Do not assume that every applicant can remain or work for a fixed number of days after refusal, or that reapplication is always available. The answer depends on the existing status, expiry date, any applicable special period, the decision notice, residence-card notation, and the facts of the case.

  1. Check the notice and residence card: identify the procedure, decision date and current expiry date.
  2. Contact the competent ISA office promptly: confirm how to obtain an explanation, what to bring and all relevant deadlines.
  3. Do not assume work remains authorized: permitted activities and time limits require case-specific confirmation.
  4. Seek licensed advice when needed: refiling, changing status, departure and court remedies have different requirements and deadlines.
Do not infer the result from the expiry date alone

Confirm the decision and current residence position before deciding whether to stay, work, reapply or leave. A future landing-denial period also cannot be reduced to one universal number based only on passing an expiry date.

5. If permanent residence was refused

A pending PR application does not extend your current status. If the current period will expire, make the required extension application separately. A PR refusal does not by itself mean that an otherwise valid current status immediately ends, but you must check that status and its expiry.

6. What to organize before another application

  • Identify the exact procedure and authority
  • Keep the decision notice, filing copy, supporting evidence, and requests for additional documents
  • Confirm factual or eligibility issues instead of adding documents at random
  • Confirm individual deadlines for refiling, legal action, or departure
  • Where relevant, verify tax and social-insurance duties with official records

7. FAQ

Can I apply again immediately?

It depends on the procedure. A same-purpose overseas visa application is generally not accepted within six months. COE and domestic residence cases require review of the decision, current residence position and deadlines.

Is an appeal always available?

No universal answer applies. Available remedies, deadlines and practical value depend on the decision. Promptly ask a lawyer or other appropriately licensed professional when legal action may be relevant.
