Furthermore, the "Specified Residence Card," which integrates the Residence Card and My Number Card, is scheduled to start operating in June 2026.

The issuance of the "Specified Residence Card," which integrates the Residence Card and My Number Card, is scheduled to begin on June 14, 2026. This will allow My Number Card functions to be assigned simultaneously with residence applications, eliminating the need for duplicate procedures at the counter. 1. Can foreigners obtain a My Number Card?

Yes. Foreign residents who meet the following conditions can obtain a My Number Card:

  • Have a period of stay in Japan exceeding 3 months (mid- to long-term residents, special permanent residents)
  • Are registered as residents in Japan

Those with a temporary stay (tourist visa) are not eligible.

3. Application Process

Apply (Free)
You can apply via smartphone, mail, photo booth in town, or at the municipal office counter. Applying via smartphone is the easiest.

Receive Notification of Issuance (approx. 1 month after application)
A postcard with the Notification of Issuance will be sent to your address. Prepare the Notification of Issuance, your Residence Card, and identity verification documents.

Applicant goes to the municipal office counter to receive the card
The applicant goes to the counter, sets a PIN, and receives the card. Receiving by proxy is generally not allowed.

Register MyNa Health Insurance Card (optional)
If you wish to use it as a health insurance card, register it as a MyNa Health Insurance Card via MyNa Portal or a medical institution's terminal.

4. Relation to Period of Stay (Important)

The validity period of My Number Card functions, such as the MyNa Health Insurance Card, is linked to the expiration date of your Residence Card. If your period of stay expires, you will not be able to use your MyNa Health Insurance Card, even during the special grace period while your application is under review.

The validity period of your My Number Card is not automatically extended just by receiving a new Residence Card. A separate procedure at the municipal office counter is required. Forgetting this will result in being unable to use your MyNa Health Insurance Card even after your status of residence has been renewed.

5. What is a Specified Residence Card? (From June 2026)

From June 14, 2026, the issuance of the "Specified Residence Card," which integrates the Residence Card and My Number Card, is scheduled to begin (due to amendment of the Immigration Control Act).

Key Points of the Specified Residence Card

  • Can be applied for at the municipal office or immigration counter simultaneously with a residence application
  • One card can be used as a Residence Card, My Number Card, and MyNa Health Insurance Card
  • Address changes are expected to be completed at a single municipal office counter
  • Automatic renewal of My Number Card functions in line with the renewal of the period of stay is currently being considered

6. Procedures when Returning to Your Home Country

When returning to your home country, please return your My Number Card at the municipal office counter. This procedure can be done together with your moving-out notification. If you return home without returning it, problems may arise later.

7. Frequently Asked Questions

Will my personal information be leaked if I get a My Number Card?
The card contains your photo, name, address, date of birth, gender, and My Number, but the IC chip does not contain data such as tax, pension, or medical information. Not all information will be leaked just by reading the card. Identity verification requires a PIN or facial recognition. Please confirm with your municipal office for details.
Can I not use health insurance if I don't have a My Number Card?
While the new issuance of health insurance cards has ended, a "qualification confirmation letter" will be issued by the health insurance association to those who do not have a My Number Card. By presenting the qualification confirmation letter at a medical institution, you can receive insurance-covered medical care as usual.
Is it worth getting a My Number Card if my period of stay is only 1 year?
Even if your period of stay is only 1 year, we recommend obtaining a My Number Card. It can be used as a MyNa Health Insurance Card and has many convenient features such as e-Tax, obtaining certificates at convenience stores, and online residence applications. After renewing your status of residence, you can continue to use the card by updating its validity period.
I lost my My Number Card. What should I do?
First, call the My Number Comprehensive Free Dial (0120-95-0178) to suspend the card's functions. Then, apply for reissuance at the municipal office counter. Reissuance takes about 1 month.
I want to apply for a renewal of my period of stay online. Do I need a My Number Card?
If you are applying online yourself, you need a My Number Card. However, if an administrative scrivener or a person in charge of your affiliated organization applies as an agent, it can be handled without the applicant's My Number Card.
